El plan Harfuch se pone en marchaThe Trump and Rubio pressure toppled Rocha Moya in 24 hours, the Trojan horse named Harfuch, and the extradition now in motion, amid the first great defeat dealt to Andrés Manuel López Obrador by the United States. The Harfuch plan is underway
On Friday morning, Rubén Rocha Moya returned to the governor's office. On Saturday, before completing his first full day, he had already signed another leave, this time of indefinite character, stamped as received by the Congress of Sinaloa. Nobody governs for twenty-four hours by choice. This text is written for you, who no longer believe in anything, and it will pay for your attention with logic, with history, with dates and with a document.

I know what you think. You have thought it for years and you have every reason to: nothing ever happens here.
You watched governors with marble houses fall and walk free. You saw suitcases of cash on video and watched the owner of the suitcases become a congressman. You saw a brotherly attorney general, a president swearing the conservatives made it all up, an entire political class recycling itself from party to party as if the country's memory were a chalkboard erased every six years. And when they told you that this time was different, that the United States was coming for the corrupt, you smiled that tired smile of someone who bought that ticket before and the show never started. I do not blame you. Your disillusion is not cynicism. It is statistics.
Y termina distinto.
But I will ask one thing of you. Keep your disbelief for Mexico, where it has always been a precision tool, and lend me your attention when we talk about the other side of the river. Because you are making a category error: you are measuring American justice with the yardstick of Mexican justice, and they are two different animals. One forgets by design. The other collects by design. One needs the accused to be weak. The other does not care at all: it has put sitting dictators, decorated security secretaries and the founder of the most powerful cartel on the planet in the dock. This week, in Sinaloa, the final act began of a play you think you have seen a thousand times. You have not. This one is new. And it ends differently.
Everyone has seen the document. What you have not read anywhere is the play: why López Obrador ordered the return, who it was really aimed at, and how an internal coup, not against Sheinbaum but against the Harfuch plan, was dismantled in hours. The real reasons behind the failed operation, the threat that triggered it, and why political parricide is now on the Palace desk. Eight chapters and the full 29-minute audio.
Let us reconstruct Friday, August 21, 2026, because days like that do not repeat and deserve a slow look.
At 6:37 in the morning, President Claudia Sheinbaum announces on her networks that she woke up with a very strong flu, cough and fever, and that on medical advice she will not lead the mañanera. It is the first time in her entire six-year term that she misses her own press conference while in Mexico. Illness had never once pulled her off that stage. Never. The perfect statistic breaks precisely that morning. Three hours later, at 9:46 Sinaloa time, Rubén Rocha Moya publishes his letter: he has resumed the office of constitutional governor. One hundred twelve days of leave, ended by his own decision, announced by himself, on his own networks, with his own interpretation that Mexico's Attorney General found no minimal elements of proof against him.
And then the federal government does something extraordinary: it shrugs in writing. The Interior Ministry issues a statement to report that the decision was exclusively personal in nature, and in the same text recalls that the investigation files against the ten men named by the Justice Department remain open. Read it twice, because it is a masterpiece: the government of the Republic announces that a man with open files for organized crime ties has just sat down again in the governor's office, and classifies it as a personal matter. Like a change of hairstyle. Morena's national leadership, for its part, swears it had no prior knowledge and washes its hands. The ruling party, the most vertical discipline apparatus this country has known in decades, wants you to believe that a governor indicted in New York returned to power without telling anyone.
That same afternoon, Washington answers without naming anyone: the State Department recalls that the Sinaloa Cartel could not operate without the support of corrupt officials, and that it considers it a designated terrorist organization. And that same night, the president reappears. Wearing a mask, in a virtual meeting with the Social Security Institute, announcing she will resume her full schedule on Saturday. The very strong flu, with cough and fever, the first of the entire term, lasted exactly as long as the news did. I want those vitamins. And so do you. Because an iron constitution that fails only on the precise morning the indicted governor returns to power, and heals as soon as the moment to face the cameras has passed, is not a medical record. It is a political calendar.
A health that sickens with the news and heals with the silence is not biology. It is choreography.
And then, with this text already written and the ink of the triumphant return still wet, came the document that changed everything. Or rather: that confirmed everything.
Letterhead, blue signature, received stamp from the State Congress board dated today. Rubén Rocha Moya addresses the president of the Permanent Commission, under article 50, section eight, of the Sinaloa Constitution, to request temporary leave from the governorship. But read the adjective, because everything that comes next fits inside that adjective: leave of indefinite character, for more than thirty days. The man who at 9:46 on Friday proclaimed here I am, and we will keep governing firmly, the one returning with his head held high and the force of truth on our side, signed his own exit before completing a single full day at the desk. The first leave, in May, had the alibi of facilitating the investigations. This second one has no alibi. It has urgency. And it sets no return date because whoever drafted it knows there is no return date.
What happened in those twenty-four hours? Not reflection. Demolition, and it can be reconstructed hour by hour. On Friday afternoon, Marco Rubio's State Department answered the return without naming him, with a phrase that in diplomatic language amounts to a warning shot: the Sinaloa Cartel could not operate without the support of corrupt officials, and it is a designated terrorist organization. President Trump's own reaction to the challenge circulated within hours. And this Saturday, as the leave letter entered Congress, former DEA administrator Derek Maltz publicly asked Omar García Harfuch, not the president, not the foreign ministry, Harfuch, to arrest Rocha Moya and deport him to the United States. Even the domestic opposition read the board: the return was denounced as an irresponsible provocation against Mexico's main trading partner. In less than a day, the cost of keeping Rocha in the chair went from uncomfortable to unpayable. The Trump and Rubio pressure worked in twenty-four hours. There is no other serious reading of the document you have just seen.
And now call the play by its name, because nowhere else will anyone name it for you. Rocha's return was not the whim of an aggrieved governor. It was a López Obrador operation, and its real target was never the office in Culiacán. It was a strike against the Harfuch plan: against the cooperation machinery that transfers kingpins by the dozen, shares intelligence in real time and feeds the New York dockets. Reinstalling an indicted man in a governorship was the way to prove, inward and outward, that Palenque could still veto the surrender of its own, that the semifinal piece remained under its protection and that the secretary who works with Washington stood alone. That is why the same man who orchestrated the return demanded, that same week, Harfuch's resignation: it was a single offensive on two fronts. And it failed completely. The governor signed his exit within twenty-four hours, the secretary remains in his chair, and the failed internal coup, not against Sheinbaum but against the Harfuch plan, was dismantled in hours and filed away under a received stamp.
And now understand what the indefinite leave means in procedural language, because here is the real news. President Sheinbaum herself explained Rocha's shield in April: to touch a sitting governor, she said, there would first have to be an impeachment-style removal of immunity. That was the wall. A citizen on indefinite leave has no such wall. By signing this letter, Rocha Moya stopped being a constitutional problem and went back to being what the Southern District of New York always said he was: a defendant. No office to defend, no state pulpit, no sovereignty-of-the-post pretext. The indefinite leave is not a retirement. It is the runway. The man is being readied, whether he knows it or not, for his extradition to the United States.
Nadie gobierna veinticuatro horas por voluntad propia. La licencia indefinida no es un retiro. Es la pista de despegue.
Nobody governs for twenty-four hours by choice. The indefinite leave is not a retirement. It is the runway.
Now let us talk about illusionism, because the level of illusionism among many Mexicans is truly impressive: they are still debating whether Sheinbaum endorsed Rocha's return or not.
Allow me to spare you the debate with the docket in hand. On April 29, the Southern District of New York unsealed the indictment against Rocha and nine others. The next day, the first voice of the Mexican State to come out and challenge the United States was not the governor's lawyer or a Morena spokesman. It was the president of the Republic, documents in hand before the cameras: if there is no proof, it is obviously political, and we will not allow interference. She herself recounted phoning Rocha to tell him there was nothing to fear. In June she sealed it: the United States had formally requested his urgent detention for extradition, Mexico had rejected it for lack of proof, and there is no deadline, no deadline. Those are her words, not mine.
Understand what that means in terms of raw power. Extradition in Mexico is a power of the federal Executive. If the president wanted, with a snap of her fingers, Rocha Moya would be on a U.S. Marshals plane to New York this very week. The request exists. The treaty exists. The precedent exists by the dozens. The only thing that does not exist is the will, and the lack of will has an author. So enough with the fairy tales: the debate over whether she approves or not is shadow puppetry for children. That a man indicted by American justice was allowed to hold office again in the government palace of Culiacán, even for a single day and with the federal government looking away, was not an omission. It was the most eloquent State policy of the entire term. And the fact that this policy collapsed in twenty-four hours does not refute it: it portrays it.
And who is the author? Not her either. That is the trick's second veil. The closed-ranks defense of Rocha from day one, the rejection of the urgent detention, the orchestrated return while the presidency kept to its bed, it all bears the same signature Mexican politics has borne for eight years. Rocha Moya is not a Claudia Sheinbaum project. He is Andrés Manuel López Obrador's man, planted in the most strategic soil of the criminal map, and his return is the tail-lash of a former president who still rules Mexico from an estate in Palenque. The pantomime has three actors: one who falls ill, one who returns, and one who never appears on stage because he directs the play. It is all pantomime. Andrés rules. Or ruled: because the tail-lash from Palenque, his governor's defiant return, lasted exactly one day before crashing into a greater power. And that is this presidency's new unit of measure: the former president's arm can no longer hold a chair in Culiacán for even twenty-four hours.
And from that crack onward operates a law older than the Fourth Transformation, older than any party and any oath: the instinct of self-preservation, political and human, precedes loyalty. Claudia Sheinbaum has obeyed for as long as obeying was free. But the New York dockets do not stop in Culiacán, and with every passing week the threat stops looming over Rocha and starts looming over her: over her government, her room to maneuver, her place in history. The day that shadow crosses the line, if it did not cross it already this weekend, political parricide will stop being taboo at the Palace and become an option on the desk: hand over the father so as not to inherit his docket. Indictments do not just topple governors. They reorder loyalties. Ask the fifty-five who crossed the border in handcuffs, delivered by the government of the movement that swore never to touch them.
The lack of will has an author. And the author does not live in the National Palace.
Now I will tell you the two things that appeared in no press release, and that explain why this week was a breaking point and not just another episode.
First. I can confirm, through this laboratory's direct sources, that Rocha Moya's return was not entirely an act of free will. The governor received a death threat, against himself and against his family, to force him back into office. And the threat came neither from a political adversary nor from some anonymous group: it came directly from the Sinaloa Cartel. Think about what that reveals. The criminal organization needed its man back at the desk, with the seal of the State in his hand, and it had the means to order it. The return that the Interior Ministry classified as a decision of a personal nature was, in fact, an instruction of a criminal nature. When a cartel can decide who governs a state of the Republic and when, the word narco-state stops being an insult for social media and becomes a technical description. Now join the week's two forces: the Sinaloa Cartel pushed him into the office on Friday with a death threat, and Washington's pressure pulled him out on Saturday with a letter to Congress. The Mexican State took part in neither decision. That is the country's complete photograph: the Sinaloa chair was fought over for twenty-four hours between a terrorist organization and a superpower, and the government of the Republic confined itself to stamping the receipt.
Second. I can also confirm that Andrés Manuel López Obrador has demanded Omar García Harfuch's resignation from the Mexican government. He has demanded it and not obtained it: Harfuch will not leave. Pause on this scene, because it is the most important of the entire term. The man who rules, the one who installed the president, the one who props up Rocha, the one who controls the party, asked for the security secretary's head. And the head remains in place. In the Mexican political system of the last eight years, the word no did not exist. Someone just pronounced it. And to understand who backs that someone, do not look toward Palenque or the Palace. Look north.
This very week, while Mexico debated the presidential flu, the other half of the story was unfolding in Buenos Aires.
On Tuesday, August 18, at the IDEC international drug enforcement conference, DEA administrator Terrance Cole called Omar García Harfuch a trusted partner and a good friend of the United States, and celebrated his nearly two decades of service. Marco Rubio has said no government cooperates more with the United States against crime than Mexico's, and when he says it he is not thinking of the foreign ministry: he is thinking of one man. Kash Patel's FBI called its meeting with Harfuch historic after the transfer of 29 kingpins in February 2025. And Ambassador Ronald Johnson posted his photograph with the secretary as the embassy's picture of the week, and publicly backed him on August 19, the same week all of Morena demanded explanations for the ex-president's son's visa. Count the days on your fingers: on Monday the party attacks Washington, on Tuesday Washington verbally decorates Harfuch, on Friday Rocha returns, and that same Friday the State Department recalls that cartels do not operate without corrupt officials. And this Saturday, the move that portrays it all: when the American drug enforcement establishment wanted to demand Rocha Moya's arrest and deportation, its former DEA administrator did not address the president or the foreign ministry. He addressed Harfuch, by name. Washington has already decided who its counterpart in Mexico is, and he does not work out of the National Palace. That is not a week of coincidences. It is a chess game with synchronized clocks.
And here I ask you to think like a strategist and not a spectator. What is Omar García Harfuch inside this government? Be clear first about what he is not: there exists no accusation, allegation or public indication whatsoever against him, and his operational results are verifiable. What he is, instead, is a structural anomaly: the only cabinet member whose functional loyalty does not run through Palenque. The man who hands over kingpins by the dozen, who shares intelligence in real time, who wages against the Sinaloa Cartel the offensive that obradorismo never allowed. For Washington, Harfuch is its eyes, its ears and its arm inside the heart of the very system it is investigating. A perfect Trojan horse, with one difference: this one did not enter by night or in hiding. He came through the front gate, to the applause of the party that now wants him gone. That is why López Obrador demanded his resignation. Not because Harfuch failed. Because he works. Every kingpin transferred to New York is a potential witness against the house. The old man understood, too late, that the security secretary of the Fourth Transformation works, in practice, for the docket that will bury it.
Some remind me of García Luna: he too was the agencies' favorite and ended up with 38 years in a cell. Correct, and the lesson runs both ways. Washington's praise is never a certificate: it is a function. In García Luna's case, the function was to keep him close while the witnesses piled up. In Harfuch's case, the function is more visible and more brutal: every public compliment to a Mexican secretary, delivered the same week an ex-president's son loses his visa and the world is reminded that cartels need officials, draws a ruler-straight line inside Mexico's government. On this side, those who cooperate. On the other, those who will fall. The praise is the scalpel, and this week the scalpel cut the cabinet in two.
López Obrador did not demand Harfuch's head because he failed. He demanded it because he works.
You do not believe the United States will take Rocha. Your skepticism deserves a serious answer, so let us answer with cases, not adjectives.
Manuel Antonio Noriega was a sitting head of state with his own army, and he believed territorial power protected him. In December 1989, the United States went into Panama for him, pulled him out of the nunciature where he took refuge, and sat him in a Miami courtroom. He died a prisoner. Genaro García Luna was the most powerful policeman in Mexico's modern history, architect of the drug war, decorated and photographed with every three-letter agency. You swore they would never touch him. A Brooklyn jury found him guilty in February 2023 and in October 2024 he received more than 38 years. Ismael Zambada García went fifty years without seeing the inside of a jail, the untouchable founder, the ghost. In July 2024 he landed handcuffed at a Texas airport, and on August 25, 2025 he pleaded guilty and admitted half a century of bribes to Mexican politicians and police. Ovidio Guzmán was released by presidential order in 2019 in front of the entire country, the supreme symbol that nothing ever happens here. He has been cooperating with New York prosecutors since 2023 and his next hearing is October 28. And eleven days ago, on August 11, General Gerardo Mérida Sánchez, Rocha's co-defendant, vanished from the U.S. federal prison registry with no new hearing and no public destination, the classic treatment of a man who crossed to the other side of the table.
Estados Unidos no rescata países. Cobra deudas.
Now put the five cases in a row and extract the rule, because there is a rule. The United States does not rescue countries. It collects debts. It does not act when Mexico is outraged: it acts when its docket is ripe, on its own clock and for its own interests. It is slow because it builds so as not to lose, and it has not lost: every name on that list was impossible until the day it stopped being impossible. That is why I told you at the start that your disillusion is half right. You are right that no one in Mexico will act. No one will act. Sheinbaum will not extradite, the FGR will not charge, Morena will not expel. And precisely because no one in Mexico wants to act, the United States will, whenever it wants and on its own schedule. Not to help Mexicans, understand this once and for all and spare yourself new illusions: to take a man it accuses of serving the organization that poisoned tens of thousands of Americans with fentanyl. And for one more reason, which is what this analysis came to tell you.
Every name on that list was impossible. Until the day it stopped being impossible.
Let us now take cold inventory of what changed on Friday and what did not, because there lies the key to everything that comes next.
What changed: the chair, twice in one weekend. What did not change: absolutely everything else. The Southern District of New York indictment lives on, with its ten names. The American request for detention for extradition purposes remains filed, merely rejected by a government that can change its mind or have it changed by events. The accounts and financial arms reached by Treasury actions remain frozen. The FGR's files, by the Interior Ministry's own written confession, remain open. And the White House put in writing in this year's National Drug Control Strategy that cooperation with Mexico will be tied to concrete results, with one word underlined: extraditions. Rocha Moya did not return to an office. He returned, for twenty-four hours, to a display case. To the justice system that indicts him, he is a defendant refusing to appear whom his country's government shields; in the plain language of this continent, a fugitive with an official escort. And his band, the band that prosecutors say owns him and that my sources say threatened him into returning, is a terrorist organization designated by the United States.
And here comes the irony the house of Palenque did not calculate: the one-day return is the best gift they could have given the Justice Department. Because for twenty-four hours, the man accused of serving a terrorist organization dispatched as constitutional governor of a border state, with the federal government calling it a personal matter, and he is photographed that way forever: living proof of Washington's entire thesis. And then, by signing the second leave under pressure, he gifted the argument's second half: the practical confession that the chair was untenable. An aggrieved innocent stays and fights. A sovereign government backs him and resists. Here nobody stayed and nobody resisted. In a single weekend, the docket won the photograph of defiance and the photograph of surrender. No prosecutor on earth asks for more.
Apunta a Palenque.
And do not lose sight of the big board. Rocha is not the final trophy. He is the semifinal piece. The indictment against him was born of the same cooperation ladder that already climbed through Ovidio, through Zambada and now through General Mérida, and that ladder does not stop in Culiacán. It points to Palenque. A Morena governor sitting in a New York courtroom, talking or staying silent, is the next-to-last rung before the surname that orders all of this. That is why the house needed him back at the desk, shielded by the practical immunity of office and the flag of sovereignty. And that is why Saturday's outcome is the worst news Palenque has received in years: they tried, and they could not hold him for even a day. The semifinal rung no longer has a handrail.
Rocha no es el trofeo. Es la pieza semifinal. La escalera apunta a Palenque.
Rocha is not the trophy. He is the semifinal piece. The ladder points to Palenque.

First, the doctrine shift, and this too I can state: until this week there was no political decision in Washington to declare Morena a narco-party. The decision was surgical, to go after individuals, high-profile politicians, one by one, without touching the brand. Rocha's attempted return, celebrated with the Mexican State's complicit silence, just burned that courtesy. From today everything changes and everything is now on the table: the party as a structure, its finances, its territorial operation inside the United States, its consulates turned into committees. Second, the formal track: with the urgent detention rejected, comes the formal extradition petition, the treaty's heavy instrument, accompanied sooner or later by international notices that turn every border on the planet into a wall for Rocha Moya. Third, the conversion of allegations into acts: more Treasury designations on the Sinaloa financial network, following the June and July cadence, and superseding indictments in New York fed by the cooperation of Ovidio, whose October 28 hearing, six days before the midterm elections, is the most obvious calendar detonator I have seen in years. Fourth, more names: the cooperation ladder will produce new charges against Morena ex-officials and politicians before or immediately after November 3. And fifth, the ending of this story: the United States is going to take Rubén Rocha Moya, and the indefinite leave he signed today is the first paperwork of that journey. The shield of office no longer exists, the removal of immunity is no longer a prerequisite, and this week's precedent is now set: the Trump and Rubio pressure moved that chair in twenty-four hours, and it can move the next piece on the same clock. I do not know whether the ending will be an extradition granted by a cornered government that hands him over to save itself, or a negotiated surrender like that of the fifty-five kingpins who already crossed, or the route used on those who believed territory protected them. I know the docket has no reverse gear, that the White House tied the bilateral relationship to that word, extraditions, and that the history of this continent does not record a single case in which that system built for years against a target and then let him go. And here is a minor prediction as a gift for Monday: at the mañanera, the leave will be dispatched with the house formula, it was his decision and we respect it, because that script does not exist to explain the facts but to avoid touching them, and it is not written at the National Palace.
¿Y usted? Estaba informado a medias. Ya no.
And you? You were half right, which is the most dangerous way to be right. You were right that Mexico would do nothing: look at the flu, look at the press release, look at Monday's script. You were wrong to believe that was the end of the story, when it is merely the precondition for the real story to begin. I am not asking you for faith. Faith is for those still applauding in the plazas. I am asking you for memory and arithmetic: five impossible cases resolved in seven years, a living docket with ten names, a general outside the prison system, a security secretary they could not topple, a governor who could not last twenty-four hours in the chair, an indefinite leave stamped today, a hearing on October 28 and an election on November 3. You are not disillusioned. You were half informed. Not anymore.
